Mossawa Center warns of a "Fourth Front,” calls for international action against discrimination and crime

March 25, 2025

As the threat of a "fourth front" looms, the Mossawa Center is intensifying its international engagement to expose the escalating racial discrimination, state-backed marginalization, and the rise in violence targeting Palestinian citizens of Israel. The Mossawa Center is working to amplify Palestinian voices on the international stage, urging governments and global movements to take concrete steps to end the war, dismantle systemic discrimination, and address organized crime in Arab society.

A Disillusioned International System and the Role of Global Grassroots Movements

Decades of inaction by world governments on Palestinian rights have fueled frustration with the international system, which has remained largely paralyzed since the Nakba. However, the growing popular solidarity movement across the world offers hope. The Mossawa Center sees potential alliances with these grassroots movements, which could eventually influence elected leaders and reshape policies on the global stage.

With systematic racism intensifying against the Palestinian Arab community in Israel, institutional efforts to exclude Arab citizens from decision-making, and a government that permits crime and weapons to spread in Arab towns, the need for direct engagement with the international community has never been more urgent.

Through sustained communication, the Mossawa Center aims to:

  • Expose the discrimination and exclusionary policies enforced by Israeli institutions.
  • Highlight the government’s complicity in fostering organized crime by allowing the uncontrolled flow of weapons into Arab communities.
  • Reframe international perceptions, ensuring that the situation of Palestinian citizens of Israel is not seen as an "internal Israeli issue" but rather a deliberate extension of a broader project targeting the Palestinian people.

The International System's Failure Stems from the Post-World War II Order

The current failure of the international system to uphold Palestinian rights is rooted in the post-World War II global order. After witnessing the atrocities of war, the victorious nations established an international framework designed to prevent future human rights violations, culminating in the Universal Declaration of Human Rights, international humanitarian law, and the International Criminal Court.

Despite these efforts, human rights protections have been selectively enforced, leaving Third World nations and oppressed peoples, including Palestinians, without meaningful recourse. Nevertheless, global solidarity movements have historically played a crucial role in challenging racial discrimination, as seen in the successful campaign against apartheid in South Africa. Today, Palestinians need a similar level of international mobilization.

Strengthening Diplomatic Engagement: The Jaljulia Initiative

As part of its strategy to increase international pressure, the Mossawa Center - alongside the Jaljulia Local Council - recently hosted a meeting with diplomatic representatives from multiple embassies.

During the meeting, Jaljulia Council Chairman Darwish Rabi outlined the severe challenges facing Arab towns, including:

  • Institutional discrimination in budget allocation and urban planning.
  • Government neglect in addressing crime and personal security.
  • The broader impact of exclusionary policies on Palestinian citizens.

The meeting concluded with a Ramadan iftar, symbolizing solidarity between the diplomatic community and local residents.

Additionally, Muhammad Barakeh, head of the Higher Follow-Up Committee, proposed an official meeting between Arab leadership and the diplomatic corps to formally present evidence of racist government policies and state negligence in addressing rising crime.

Why International Engagement is Critical

Engaging the international community is not a substitute for domestic struggles - it is a complementary strategy that strengthens local efforts.

  • Arab towns face structural policies designed to marginalize them economically and socially. Limited urban planning, restricted development, and discriminatory budget allocations systematically weaken Arab municipalities.
  • State-backed crime proliferation has turned Arab communities into a battleground, with over 200 Arab citizens killed in violent crimes in some years - a result of deliberate policies allowing the spread of weapons and neglecting law enforcement.
  • International pressure can force change. By raising these issues before human rights organizations, international diplomats, and foreign governments, the Mossawa Center aims to create mechanisms for accountability and apply economic and diplomatic pressure on Israel.

Building Global Alliances for Palestinian Rights

Palestinian citizens of Israel are an integral part of the Palestinian people - a fact that is often ignored or deliberately overlooked. Strengthening international networks can enhance political and diplomatic support for Palestinian rights and provide leverage in global institutions.

With Israel facing a deepening financial crisis, its reliance on international loans and foreign investments creates a pressure point that can be used to demand accountability on human rights issues. Sustained international engagement can influence Israeli policies through diplomatic and economic means.

The Mossawa Center’s Ongoing International Advocacy Efforts

For years, the Mossawa Center has been building relationships with international institutions and embassies, working in parallel with grassroots movements and parliamentary advocacy efforts.

  • The Mossawa Center has held meetings with diplomats and parliamentarians worldwide, presenting reports on human rights violations against Palestinian citizens of Israel.
  • It has organized dialogues with the United Nations and international human rights bodies to bring Palestinian Arab issues into global policy discussions.
  • It continues to publish detailed reports on state-led discrimination, serving as evidence for use in international legal and diplomatic forums.

As the Israeli government intensifies home demolitions, racial discrimination, and political exclusion, the Mossawa Center remains committed to advocating at both local and global levels to achieve justice and substantive equality.

A Call to Action

With the declared intentions of Israeli government leaders regarding a "fourth front", alongside deepening policies of discrimination and oppression, the Mossawa Center calls on the international community to:

  1. Publicly condemn systemic racism against Palestinian citizens of Israel.
  2. Apply diplomatic and economic pressure on the Israeli government to halt its discriminatory policies.
  3. Support grassroots and civil society organizations advocating for Palestinian rights.
  4. Push for stronger UN and international interventions to address systemic violations of Palestinian human rights.

Through continued local and international advocacy, we can work toward holding Israel accountable and ensuring the protection of Palestinian citizens' rights within Israel and beyond.
